Whether enclosed mm:url (and mm:link) tags should on default encode their URLs. If this page or block represents a block in which you know
the session is should not used, you can set this to 'false'. If this attribute is needed, people without cookies may loose session, because
it seems that is <em>was</em> used somewhere, but oftentimes the session is not actually used, and it was simply somewhere forgotten to add
a session=false page direction.
