expand the forum configuration with a 'properties' section.

    It is needed now for the ProfilesConnector. There some configuration is hard coded. We want to change it so the config is taken from the form xml through genric property elements

properties are added to the xml config. both global config and forum specific.
in the 'changeforum' page you can edit property values but not add or delete properties.
MMbob itself does not use properties right now, but that might change in the future
